　　Team, excellent work rescuing the Panamanian Minister oftheInterior. He conveys his deepest gratitude and has supplieddetailedinformation regarding our Ambassador. He was in fact being heldwithinthe La Mano jungle compound and, upon your arrival, was quicklymovedto an undisclosed location. Though we've garnered no fresh leadson theAmbassador's whereabouts, PSF agent SANTOS has located CesarRojas.SANTOS has been staking out Rojas' villa on the Colombian borderforthree days. Early this morning we received this burst transmissionfromone of our relay satellites.

　　Commander, the satellite phone you recovered from Rojas'villadid indeed contain critical information. Tracing the phone's calllog,our forensics team was able to identify a Russian nationalnamedDmitiriy Lutchenko. Lutchenko is a known commodity and isex-GRU:Russian Military Intelligence. He entered the country threeweeks agoand has been in frequent contact with Cesar Rojas ever since.We haveyet to pinpoint locations for Rojas and Lutchenko. However, wehavelocated La Mano's second in command- a man named HectorOrtiz. He'sbeen traced to a small village on the outskirts of PanamaCity fromwhere we believe he is coordinating La Mano's operations. Ifwe cancapture Ortiz, we may be able to get the answers we need.

Team, La Mano forces are now entrenched in the area. It isessentialthat we regain control and avert a major disaster. Almost amillionbarrels of oil are shipped through that pipeline everyday. Theeconomic and environmental damage to Panama will be severe ifwe do notintervene immediately. We're deploying you to the pipelinenow. 　　Team, we have just received some disturbing news.Panamanianimmigration officials have allowed a significant number ofRussiannationals to enter the country under the auspices of aninternationalaid organization. Our attempts to confirm the existence ofthis aidorganization have proved fruitless as have our attempts tolocate theaid workers themselves. In light of recent intel, it lookslike theyare in fact paid mercenaries in the employ of DmitiriyLutchenko. Ourcontacts in Moscow tell us Lutchenko is employed by a mannamedAlexander Volchkov. Volchkov is part owner and CEO of PetroskyaOil andGas and a notorious arms dealer. It seems Volchkov, with thehelp ofLutchenko, has been supplying both weapons and financing toLaMano.These are the mercenaries you encountered during the extractionofHector Ortiz. They are well trained and extremely dangerous membersofLutchenko's group, dubbed THE WOLF BRIGADE. It is now imperativethatwe apprehend Cesar Rojas before WOLF BRIGADE interferes andtheAmbassador becomes further endangered. Agent SANTOS has providedintelthat Rojas is being moved via a series of safe houses every fewhoursto avoid detection. Fortunately, agent SANTOS has tracked downaninformant who claims to know where the La Mano leader is movingtonext. We can't afford to let Rojas slip through our hands again,team,we must get to that informant right away.

　　Commander, it turns out that Alexander Volchkov has been usingCesarRojas and La Mano to further his own agenda. Owner of PetroskyaOil andGas, Volchkov recently bought extensive oil reserves in theUkraine andKazakhstan. With these reserves in hand, he's been fosteringthe crisisin Panama in order to drive up oil prices and quadruple hiscompany'sprofits. In exchange for weapons and financing, we havelearned thatRojas agreed to sabotage key Panamanian oil ports, sendingoil pricessoaring. In the end, he could not deliver on his promise and,thanks toyour team, Rojas' plans for revolution in Panama have beenthwarted.Unfortunately, Dmitiriy Lutchenko and the WOLF BRIGADE, underordersfrom Volchkov, are still operating inside Panama and constitute agravethreat to the country's security. Rojas has confirmed that theyare nowin possession of our Ambassador. Rojas could not provide aconfirmedlocation but he has supplied his last known point of contactforLutchenko. He has taken control of the Grand Palms Hotel. Deployyourteam immediately. Lutchenko must be stopped.

It looks like DmitiriyLutchenko isdetermined to carry out Volchkov's plan to sabotage thePanama Canal. Multiple sensors along the canal Zone have already beentriggered andclose aerial recon is showing a significant number ofsoldiers in thearea. From the Intel we've collected, it looks likeLutchenko plans toscuttle an oil tanker inside the locks usingexplosives. This wouldshut down the canal indefinitely and causeincalculable damage to theworld economy. An oil tanker named the ANNEKEhas been stranded insidethe canal since the crisis began and is theprimary target ofopportunity. Commander, we're relying on your team toprevent thiscatastrophe.
